Blitz lets a Digimon attack the turn it hits the board, as long as your opponent has at least 1 memory when you declare. That timing check is the whole skill: play your Blitz attacker while the memory is still on their side, then spend the rest of your turn freely, because once the attack is declared it goes through even if memory swings back. Lines built around Blitz are about squeezing an extra security check out of a turn your opponent thought was over.
16-16-1. <Blitz> is a keyword effect where a Digimon with this effect can attack if your opponent has 1 or more memory. 16-16-2. <Blitz> effects execute processing. 16-16-3. <Blitz> has a processing condition that requires the memory to be at 1 or more on your opponent's side. "This Digimon may attack" is optional processing. 16-16-4. After using <Blitz> to make an attack declaration, the attack will proceed even if the memory moves to 0 or more. 16-16-5. An attack can't be made using <Blitz> if the memory is at 0 or more upon activating <Blitz>.

No, it can't attack. This card's <All Turns> effect will activate as soon as you have 1 or more memory, therefore none of your opponent's Digimon can suspend, and they can't attack unless they can suspend.

No, you can't. Only the turn player can attack. In this case, your EX3-063 [Imperialdramon: Dragon Mode] can't attack because it isn't your turn.

Yes, you can. If BT5-086 [Omnimon] digivolves during the main phase, you can use the <End Your Turn> effect to attack again after the attack from <Blitz> ends.
