Does "when an effect suspends" in this card's ＜Your Turn＞ effect trigger when an attack declaration is made for a Digimon and it's suspended using an effect such as ＜Blitz＞ or an "attack using X" effect?
No, it doesn't. Suspending from an attack declaration is due to the rules, therefore it doesn't trigger "when an effect suspends X" effects.
