If my Digimon has an effect "＜When Digivolving＞ ＜Blitz＞." but is not currently activating the effect of ＜Blitz＞. Is it possible to attack my opponent's unsuspended Digimon?
No, the effect requires you to be currently attacking with ＜Blitz＞.
