Can I then use <Blitz> in EX3-063 [Imperialdramon: Dragon Mode]'s <When Digivolving> effect to attack?
No, you can't. Only the turn player can attack. In this case, your EX3-063 [Imperialdramon: Dragon Mode] can't attack because it isn't your turn.

If I activate this card's <All Turns> effect when multiples of my Digimon with the [Free] would be deleted at the same time other than by one of my effects, can I digivolve all of those Digimon and prevent them from being deleted?
No, you can't. 1 digivolution can only be performed on 1 Digimon. You can't perform separate digivolutions on multiple cards at the same time. Therefore, when multiples of your Digimon with the [Free] would be deleted other than by one of your effects, you can only use this card's effect to digivolve 1 of those Digimon. In addition, only the digivolved Digimon is prevented from being deleted.
