Yes, it's returned. In such cases, only the top card is returned to the hand and all digivolution cards are trashed.

How does this card’s inherited effect work, exactly?
Normally, the turn will end and the turn will switch when the memory moves to 1 or more on your opponent's side. But while this effect is activated, the turn won't end unless the memory moves to 3 or more on your opponent's side. Your turn will continue when your opponent's memory is at 1 or 2.

If the memory moves to 2 or less on my opponent's side during my opponent's turn, does the turn switch to my turn with this card's inherited effect?
No, this effect only applies during your turn. Your opponent's turn continues until the memory moves to 1 or more from your perspective.

No. <Blitz> still requires the memory to be at 1 or more on your opponent's side for attacking. Attacking is possible when your opponent's memory is at 1 or more.
