What position on the memory gauge does "if you have 1 or more memory" refer to?
It refers to when the memory gauge is at 1 or further to the left on your side.

I have this card in the battle area. An opponent's Digimon digivolved into a Digimon card that has ＜Blitz＞, and I now have 1 or more memory. Can that Digimon use ＜Blitz＞ to attack at such times?
No, it can't attack. This card's ＜All Turns＞ effect will activate as soon as you have 1 or more memory, therefore none of your opponent's Digimon can suspend, and they can't attack unless they can suspend.
