I used this card's <On Play> <When Digivolving> effect to give "can't suspend or activate <When Digivolving> effects" to 1 of my opponent's Digmon with no digivolution cards. If that Digimon later gains digivolution cards after being affected by that effect, can it suspend or activate <When Digivolving> effects?
No, it can't. For this card's <On Play> <When Digivolving> effect, you chose 1 of your opponent's Digmon with no digivolution cards to gain "can't suspend or activate <When Digivolving> effects." The effect will continue affecting the chosen Digimon even if it later gets a digivolution card.

My Digimon with this card in its digivolution cards attacked, an opponent's Digimon with digivolution cards was deleted in the battle, and after that battle, my opponent doesn't have any Digimon with digivolution cards. This Digimon gains <Piercing> from this card's inherited effect at such times, but does the <Piercing> trigger simultaneously?
Yes, it triggers. If an effect's trigger conditions are met when the effect is gained, that effect will trigger. In this case, your opponent no longer has Digimon with digivolution cards at the same timing as when your opponent's Digimon is deleted in battle, therefore you can activate <Piercing>.

What does "can't [...] activate <When Digivolving> effects" mean, exactly?
This effect prevents <When Digivolving> effects on cards from activating. Triggered <When Digivolving> effects can no longer activate when a card digivolves or when effects such as "activate that card's <When Digivolving>" effect" activate.

Yes, you can. The effect can activate if it's triggered upon the <When Attacking> timing.

No, it doesn't count. The effect can't activate upon the <When Digivolving> timing, therefore it doesn't count as an instance of that effect's [X Per Turn].
