I use this card, but my opponent has no Digimon without digivolution cards in play, so I can't specify any Digimon that can't attack or block. If my opponent later plays a Digimon without digivolution cards to their battle area, can I make that Digimon unable to attack or block?
No, you can't. You can only specify Digimon that can't attack or block at the time this card’s effect is activated.
