No, it doesn't occur. When the ＜All Turns＞ effect is used to end an attack, the end of attack timing occurs without a battle.

If this card's ＜All Turns＞ effect is used to end an attack when a ＜Raid＞ effect has switched the target of attack, does the counter timing occur?
No, it doesn't. This effect forces the attack to end, therefore the end of attack timing occurs as soon as the effect activates. If activation occurs before the counter timing, the counter timing and following procedures aren't performed.
