Vortex gives you a free swing at one of your opponent's Digimon at the end of your turn, and it works even the turn the Digimon came into play. It never hits the player, so think of it as removal stapled to a body rather than aggro. Decks use it to clear blockers or chip down big stacks without spending memory on deletion effects.
16-33-1. <Vortex> allows the Digimon with this effect to attack an opponent's Digimon at the end of your turn. <Vortex> is a keyword effect that also allows a Digimon to attack in the same turn it was played. 16-33-2. <Vortex> is a trigger-type effect that triggers at the end of your turn. (For details, refer to 15-8-3 "Trigger-Type Effects") 16-33-3. The processing from <Vortex> is optional.

If I use this card's <End Your Turn> effect to unsuspend my Digimon with the [Vortex Warriors], can I then activate <Vortex> on that Digimon?
Yes, you can. <Vortex> triggers simultaneously with <End Your Turn> effects, therefore you can choose the activation order of these effects.

Can I activate <Vortex> on my Digimon with the [Vortex Warriors], then activate this card's <End Your Turn> effect?
Yes, you can. <Vortex> triggers simultaneously with <End Your Turn> effects, therefore you can choose the activation order of these effects. In this case, you can activate <Vortex> and make an attack declaration, this card's effect that triggered simultaneously will activate, then the counter timing will occur.
