Yes, you can. ＜Vortex＞ triggers simultaneously with ＜End Your Turn＞ effects, therefore you can choose the activation order of these effects. In this case, you can activate ＜Vortex＞ and make an attack declaration, this card's effect that triggered simultaneously will activate, then the counter timing will occur.
