Yes. The effect reads, "Reveal the top 3 cards of your deck," so if possible, you must reveal 3 cards. If you have fewer than 3 cards left in your deck, reveal as many as you can.

This card's ＜On Play＞ effect reveals cards from the top of my deck. If I reveal a card with [Angel], [Archangel], or [Fallen Angel] in its traits, do I have to add it to my hand?
Yes. The effect reads, “Add 1 card...to your hand,” so if you reveal a card that meets the requirements, you must add it to your hand.
