Neptunemon does not look at what their board costs, it looks at how many digivolution cards each body is carrying, and it bottom-decks everything tied for the fewest. Against a board that just went wide that is the two bodies they played this turn, while the Mega they spent three turns assembling stays exactly where it is. That is fine, because it is the only thing left to hit, and Venusmon arrives next turn to trash its whole stack and stop two of their pieces suspending, which is the same as stopping them blocking. Underneath all of it the cards you climbed past are still working: Garurumon suspends one of theirs when you attack, WereGarurumon plays a free body, and Gomamon draws the moment Neptunemon stands back up.
