Does my opponent have to have a combination of 2 suspended Digimon or a combination of 2 suspended Tamers in order for them to count toward "every 2 of your opponent's suspended Digimon and Tamers" in this card's ＜When Attacking＞ effect?

No. A single suspended Digimon or Tamer will count as long as the total suspended cards is 2 or more.
