A Digimon with Reboot unsuspends during your opponent's unsuspend phase, so it attacks on your turn and is standing again to block or dodge Raid on theirs. One body doing offense and defense at once forces your opponent to spend removal or play around it. Reboot plus Blocker on the same Digimon is the classic wall that also hits back.

No. Once the Digimon meets the conditions to gain <Blocker>, <Reboot>, and <Security Attack +1>, it keeps them until the end of your opponent's next turn, even if its DP is reduced to 15000 or less.
