A Digimon with Jamming can't be deleted by Security Digimon in battle, so it attacks the stack with nothing to fear from flipped bodies. Cheap Jamming attackers are how rush decks keep swinging without feeding the trash every turn. It only protects against Security Digimon though, so regular blockers still trade with it as normal.

Yes, because the effect is only active during ＜Your Turn＞, the moment the Digimon becomes Level 5 or above, the effect no longer applies to the Digimon, and it will lose ＜Jamming＞.
