How does this card’s inherited effect work, exactly?
At the end of your turn, this effect allows you to DNA digivolve the Digimon with this card in its digivolution cards, along with one of your other Digimon, into a Digimon that has a DNA digivolution requirement from your hand. Note that this happens before it becomes your opponent’s turn.

No. You can’t ignore the digivolution requirements, so you can’t DNA digivolve into a Digimon card that doesn’t have a DNA digivolution requirement.
