No. This effect activates upon the counter timing after ＜When Attacking＞ effects have already activated.

When an opponent's Digimon attacks, if this card's inherited effect activates after comparing DP for the battle, can it end the attack at that timing?
No. After the battle is resolved, the timing for activation of effects during the counter timing has already passed, so the effect can't activate.

When this card’s inherited effect activates, is an attack considered to have never occurred?
No. The attack is considered to occur, therefore processing such as ＜When Attacking＞ effects is still performed.

Can I use to digivolve my Digimon if I activate this card's inherited effect and end the attack from an opponent's Digimon?
No, you can't. is performed at the end of the counter timing. If you activate this card's ＜Opp Turn＞ effect, the attack will end before ＜Counter＞ effects trigger during the counter timing, therefore can no longer be performed.
