Yes, you can. If you do, only the Digimon you chose to digivolve will unsuspend.

Yes, you can. If you choose this option, however, no Digimon will be unsuspended with this effect.

No. Digivolution requirements cannot be ignored unless an effect explicitly instructs you to ignore them.
