Am I unable to add cards to my hand with this card's effect if a Digimon card with [Hybrid] and a blue tamer aren't both in the cards I've revealed?
As long as one or the other is in the cards you revealed, you can add it to your hand.

No. Even if there was only either a Digimon card with "Hybrid Body" in its trait or a blue tamer card, it will be added to your hand.
