What does this card's ＜All Turns＞ effect do, exactly?
This effect prevents all of your 0 DP Digimon from being deleted. It prevents deletion from effects as well as deletion from the rules (including the rules that delete 0 DP Digimon upon a rule check and deletion upon losing a battle).
