Yes, you can. This effect reads "you may play," so if you perform the conditions specified for "by X," you may choose whether or not to activate the effect shown in text.

Does the inherited effect on a card like BT2-059 [Kurisarimon] or BT2-053 [Keramon] trigger twice when I use this card's ＜When Digivolving＞ effect to play 2 [Diaboromon] Tokens?
No, it doesn't. You can play 2 [Diaboromon] Tokens, but they are played at the same time during a single timing, therefore the effect only triggers once.
