Yes, it can. This card's ＜When Digivolving＞ effect affects "all of your opponent's Digimon," therefore it will also apply to opponent's Digimon that are newly played until the end of their turn.

When I have 3 security cards, can I use this card's ＜End Your Turn＞ effect to gain and then use 1 of my Digimon to attack an opponent's Digimon if my security stack increases to 4 cards?
Yes, you can. Once the ＜End Your Turn＞ effect activates, you can perform the part of the effect after "then" regardless of the number of security cards.
