If I have 2 or fewer security cards, can I use this card's ＜Start Your Main＞ effect to activate even if I don't place 1 [Leon Alexander] from my hand as this Digimon's bottom digivolution card?
No, you can't. If you don't perform the action specified for "by X" in such an effect, the rest of the effect won't activate.
