When I use this card's effect to digivolve it into a yellow Digimon card with the [Vaccine] in my security stack, can it digivolve regardless of its digivolution requirements?
No, this card's effect does not allow ignoring digivolution requirements, so you can only digivolve into a card that meets the digivolution requirements.

When using this card's effect to digivolve a security card and I have a Tamer with [T.K. Takaishi], do I place 1 card in my security stack for before or after I shuffle my security stack?

I use this card's effect to digivolve my [BT8-024]/[Angemon] into a level 5 yellow Digimon card with the [Vaccine] in my security stack when my security stack has 4 cards. Can I activate my [BT8-024]/[Angemon]'s ＜Your Turn＞ effect to if it were to digivolve when my security stack has 3 cards?
No, you can't. Since you have 3 cards in your security stack [BT8-024]/[Angemon]'s effect will trigger, but effects that add or remove cards from the security stack aren't allowed while looking at a security stack, so the effect won't activate.
