If a Digimon has 6000 DP or more when this card's ＜On Play＞ ＜When Digivolving＞ effect activates, then its DP is reduced to 5000 or less by an effect, does that Digimon unsuspend during the unsuspend phase?
No, it doesn't unsuspend. This card's effect targets "all of your opponent's Digimon," therefore even your opponent's Digimon that later had their DP reduced to 5000 DP or less don't unsuspend. On the other hand, even if one of your opponent's Digimon has 5000 DP or less upon activation, that Digimon will unsuspend if its DP later increases to 6000 DP or more.
