Can I suspend only 1 of my opponent's Digimon, or none of their Digimon, if I use this card's effect while they have 2 or more Digimon that can be suspended?
No, you can't. The effect reads "Suspend 2 of your opponent's Digimon", so suspend 2 as possible.
