Does this card's inherited effect activate when attacking an opponent's Digimon?
No. If your opponent doesn't block, the effect doesn't activate. Regardless of what the target of attack is, the effect activates when a Digimon with this card in its digivolution cards attacks an opponent's Digimon and has its attack target changed to a blocking opponent's Digimon.

If after activating this effect, the Digimon is hit by ＜De Digivolve＞ so that it becomes this card again. Does the Digimon keep the boost if it digivolves into a new Digimon?
No, as it does not specify "for the turn" it loses the boost as soon as the inherited effect was lost.
